Justin Koper is an experienced EMS professional with knowledge of many different service delivery models such as air medical, fire-based EMS, public third service, and non-profit private service. His EMS career started in the early 2000s as an EMT in the Youngstown, Ohio area. After completing his paramedic studies and associate degree in EMS at Youngstown State University he worked as a paramedic in both rural and urban NE Ohio. In 2012, after the completion of a Bachelor’s of Allied Health at YSU he relocated to Morgantown, WV where he started his career as a Flight Paramedic with HealthNet Aeromedical Services. During his flight career he developed a passion for enhancing the safety of EMS providers, both air and ground. As a result, he attended and graduated from West Virginia University in 2018 with a master’s degree in safety management and he continued his service at HealthNet as the program’s Safety Officer. Also, during this time, he served as a paramedic with the U.S. Department of Health and Human Services’ Disaster Medical Assistance Team (PA-01) based out of Pittsburgh. Most recently, Justin served as the Continuous Improvement Manager for HealthNet Aeromedical Services. Additionally, Justin has served as a content author for NAEMT’s EMS Safety Course (3rd Edition), a subject matter expert for NAEMT’s Safety Officer and EMS Vehicle Operator Safety (EVOS) courses, and an editor for Prehospital Emergency Care 12th Edition. He has also lectured at both state and national conferences on the topics of safety and quality in EMS. Lastly, he serves both as a member of the board of directors for the National Association of Public Safety Infection Control Officers and as adjunct faculty at Youngstown State University where he teaches public health coursework in Crisis Management and Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) weapon awareness.
